In a medium-sized bowl, use an electric mixer to combine 2 tablespoons of granulated sugar, brown sugar, peanut butter, butter, and the egg yolk. Mix until smooth and creamy.
Add the flour, baking soda, and baking powder to the bowl. Mix until the ingredients are fully combined, forming a dough.
Place the remaining 1 tablespoon of granulated sugar in a small bowl and set it aside.
Shape the dough into 1-inch balls, roll each ball in the sugar, and place them 2 inches apart on a parchment-lined or ungreased cookie sheet.
Bake the cookies for 8-10 minutes, or until the edges are golden brown.
Remove the cookie sheet from the oven and immediately press 1 chocolate candy into the center of each cookie while they are still warm.
