Slice the Beef: Freeze the steak for 20 minutes to make slicing easier. Cut into 1/4-inch strips and set aside.
Make the Sauce: In a small bowl, mix ginger, garlic, soy sauce, water, brown sugar, cornstarch, and pepper. Stir and set aside.
Cook the Broccoli: Heat 1/2 tablespoon oil in a 10-inch skillet over medium heat. Add broccoli, cover, and cook for 4–5 minutes, turning occasionally, until crisp-tender. Transfer to a plate and cover to keep warm.
Cook the Beef: Increase heat to medium-high. Add remaining 1/2 tablespoon oil. Once hot, add beef in a single layer and cook 1–2 minutes per side, until cooked through.
