Place the chocolate chips and 2 tablespoons of cream in a microwave-safe bowl. Microwave for 20 seconds, then stir. Let it sit for 5 minutes to melt fully, then stir until smooth. Set aside to cool.
In a medium bowl, whip the remaining cream with a hand mixer or whisk until medium peaks form, where the tips slightly curl.
If you like, set aside 1 tablespoon of whipped cream for topping. Gently fold half of the whipped cream into the cooled chocolate, then fold in the rest.
Spoon the mousse into a small ramekin or dessert bowl. Cover and chill for at least 1 hour. Longer chilling will create a firmer mousse.
