Heat the oven to 400 degrees F (200 degrees C). Line a large baking sheet with foil or parchment paper. Spread the chips out evenly on the pan and set the pan aside.
Heat the olive oil in a 10-inch skillet over medium heat. Add the onions and cook, stirring occasionally for 2 minutes. Add the garlic and cook for 1 minute more.
Add the ground beef, salt, and pepper and cook, stirring occasionally, until the beef has browned, about 8 minutes. Transfer the beef to a paper towel-lined plate to drain.
