Combine the rice, milk, sugar, and salt in a 1-quart saucepan over medium heat. Bring to a boil, stirring occasionally until rice is tender and pudding is thick, 20 minutes.
Remove from heat and add cocoa powder and vanilla to the mixture.
Add the chocolate chips and stir until melted.
Transfer the mixture to a bowl and allow to cool for 10 minutes and serve warm.
