Line a small baking dish with aluminum foil, extending the foil over the edges of the pan. Butter or spray with oil spray. Combine chocolate chips and sweetened condensed milk in a medium, microwave-safe bowl. Microwave for 30 seconds. Stir and microwave for 30 seconds more.
Remove the bowl from the microwave and stir until the chocolate chips are completely melted.
Stir in chopped walnuts and vanilla.
